Check the assignment of tolerance group in the below configuration node.

Controlling - Internal orders - Budgeting and Availability Control - Define tolerance limits for Availability control

If you have defined tolerance limits for specific Tr.group. Then assign the Tr.Group-3 for the controlling area & budget profile with percentage.
